Minecraft services are slow or not working at all

I recently encountered the following problems: The official launcher sometimes simply refuses to launch in online mode. Skins and the market in Bedrock simply don't load, and the Java version doesn't connect to licensed servers. Minecraft websites also take a long time to load. Yesterday, I couldn't log into my account at all, getting a 400 error. Using a different browser temporarily resolved the problem.
This isn't a problem with my PC or the internet, as my laptop has the same issue, and so does a friend's.
