For me it seems very consistent. As opposed to "raw" 1.14, where tradeing seems to be working fine, in 1.14.1 and 1.14.2. Pre-Release2 villagers (librarians at least) simply won't restock after locking out a trade. I can reproduce this every single time without any hassle.
Lock a villager in one position, put a lectern next to it so it chooses profession.
