@K, please realize that the snapshots are a preview and prone to having bugs as new features are added/tested. If you don't want to deal with bugs, use the release version instead(1.13.2 as of typing this).
Attached crash report, happend when place dirt into a water block surrounded by farm field on all sides, after a few seconds. Fully vanilla.
Resource pack only contains changes to glass.png
