I can say for certain that when I am playing offline (for any reason in particular.) that I can confirm this to be true. This started happening to me around april of this year. The character loading icon and whenever i load in i get either steve or alex. It varies. But yes, I can say I am having this issue.

First off its supposed to be usable like texture packs which are accessable through offline mode as well. Also all skins are supposed to be accessable no matter where because some places dont have access to the internet because of remoteness (I.E.. camping) and skins like texture packs should be accessable where ever because it really doesnt make sense that if you can use one you cant use another. so premade skins or skins made by the player using stuff he/she bought should be accessable reguardless of wheter you're offline or online. this was how it was before this update. If it was through a third party system then i can see why you couldnt do it unless you chose to save it to your hardware. but the skins you create or buy should be usable whether on or offline. To summerize. no it should not cause skins to be offline. if you can use texture packs but not skins then it is a bug.
