Stack of two does not fix the issue on a Survival world.
Just loaded up the 1.14.4 beta on Windows 10 with the world that had the bell stuck. The bell was placeable again.
Windows 10 as of 1.13 update, mined a village bell and it is now stuck in an inventory slot, unable to be moved or picked up. Any attempt to select the bell immediately places it back. Rapid clicks creates a momentary stack of multiple bells even though it is a single item but the stack appears only for a moment before returning to a single item.
Hunter I had that issue too. The item disappears from its slot but its actually still there but invisible. If you click around back and forth between the invidible item and bell it comes back. Just more information.
