I also have this issue, Windows 10 Bedrock version, 1.11.4, hard difficulty. Outposts spawn with a handful of illlagers, but after killing them they do not respawn. I have been playing a very long time, since I love the new update. The raids I've triggered have been a lot of fun, but I'm running out of outposts near my fortified town! Wandering traders spawn normally, and I've noticed that villager-type zombies spawn inside abandoned towns, which is a nice touch, only illlager patrols are not working.
