i found my problem. the villagers cant pick up food if u have the gamerule mobGriefing false
so they cant breed

Exactly the same problem for me.
Game version is 1.2.3
Headset is Logitech G35
I will try and upgrade to the creators update now and use the workaround
PLS fix this problem
This option is not available for my headset (Logitech G35).
