​It happens with all skins, I don't know yet why it happens, but when my friend joins my game he can see it but after a while he stops seeing it properly.

​In the latest bugfix (1.21.92) this bug is still happening. To add a little extra information, the skin when first joined does come to load but after a while you will see the default skin instead of the skin that I have. This is more likely to happen if he moves away from me and then when we get closer again he'll see my skin bug again
