I think this might be related.
I was playing on a local server on 1.18, and I had the same issue of a chunk not loading. I broke some blocks to see if it was lag, but it wasn't. The item dropped normally. But then chunks simply stopped loading. I left the server and logged back in, the chunks still didn't load.
I tried shutting off the server, but it simply doesn't save the chunks. I'm kind of worried about closing it by force... I still have the cmd open...

No, this issue is about the pufferfish escaping its cage, literally walking through blocks. But I had that issue as well.
