cant reproduce what java version are you using please note that java 9 is not supported
also affected 1.13 with unloaded chunks and is worse when using linux with official oracle java 8 also the world is a brand new 1.13 world also here is a video where i test does fps lock settings affect it at all and i can say not so chunk rendering is at fault here https://youtu.be/0MxGdhDQpH8
Not a bug buy the game as using cracked launchers or clients is illegal and not supported by mojang
