i would consider this a feature not a bug because it helps you when building stuff
This also effect similar dropper elevators (silent) because they also rely on the prinziple of multiple blocks getting powered at the same time so if this dosen`t get "fixed" it will be way harder to make silent dropper elevators as far is i know.
similar bug with furnaces also shows them in the on and off state.

for me it was in survival single player
