It's not resolved. I'm sure people are still having this issue, and it's not just from firewalls and antivirus programs.
I had this issue, and I didn't even have a firewall. I turn all that crap off as soon as I install my computer, so there's no way for the firewall to be the problem.
I don't have this problem anymore, so I can't help you to do the bugfix, but @Catsettos seems to have the same issue.

If you have turned off your firewalls and antivirus software and it still doesn't work, then I don't have a solution for you. Mojang doesn't seem to care all that much either, so I'm sorry for you both.
