The problem still continues, after a lot of time had passed.
EDIT: The file taken from my PC and the clean copy are the exact same files.
Sorry, but I cannot find the clean copy of the file. If you accept, I can attach the possibly corrupt or damaged file.

Try finding a "dxgi.dll" file from another computer (WARNING: THE BUILD NUMBER MUST MATCH!)
After launching the game, go in to event viewer, go into app events (or something) and click on that error one. Find the file path for dxgi.dll (it might be the system32 one)
If it's in System32:
Copy a "dxgi.dll" file from another computer's System32 folder, then replace yours with the new one.
If it's in SysWOW64:
Copy a "dxgi.dll" file from another computer's SysWOW64 folder, then replace yours with the new one.
How to see build number:
Type "winver" into search bar.
Find the build number.
It must match the computer you are taking the file from.
Copy the file out of the folder, do not move it when you are taking the file.
Rename the old dxgi.dll file to dxgi1.dll
Then copy the replacement file.
I realized/realised it was a dxgi.dll issue.
And yes, I tried everything too.
Nothing worked.
It wasn't a one-time event, it happens every time I click "Play!" on launcher or double-click on my Minecraft shortcut. I only reinstalled once, but I think i rebooted a billion times.
Edit: I have reinstalled a billion times too, I'll try a reboot.
Edit2: Still, the issue occurs.
Edit3: I checked my storage, I currently have ~700GB storage avaliable.
No issue has occured.
