I had this problem before when playing on my friend's realm using Windows 10 Edition, the game would run great FPS-wise but the tick speed was so slow, mobs would move weirdly and food took multiple attempts to actually eat. However, I found out that my PC's wireless network adapter was the issue. By default it was set to 802.11B, which is the slowest option. I changed the settings to a faster one, and ever since I did that, online play has been running almost flawlessly! This is just the fix that worked for me, but hopefully it will also be able to help other PC users.
