For me when I start Minecraft w/ no wifi, the Minecraft loading screen progresses a bit, then freezes, then crashes. However, it loads successfully with wifi. I’m signed in to Xbox Live.
I’m also having this issue when there’s no wifi:

iOS/iPadOS Version: 13.5.1
Minecraft Version: 16.0.0
I’ve found a crash analytics log, does it have any device identifying info? If not then if there’s a way to send it to the devs then I’d do that. 🙂

I can also confirm this issue on iPadOS. My world is quite old (was started since before the nether was added, as evidenced by the nether reactor tower!) so maybe that has something to do with it? Here’s a 1.17 copy of my world:
