1.12.1. I have audio on the iPad, while the controller is connected. Both from the main speaker or from a 3.5 jack headset. I also had an issue with the audio disappearing, but it was unrelated to iOS 13 or the Xbox controller.
I have the exact same issue on iPad OS, except both LS and RS are unresponsive. Still true with 1.12.1
I have a similar trouble as well. The Stick buttons LS and RS doesn’t seem to work ingame, so of course they don’t bind either. Every other button works on my Xbox one s controller.

There is a workaround on iOS. Delete the options file (after duplicating, so when services come back online, you just restore it) in Minecraft>games>com.mojang>minecraftpe folder. It will reset all options, including the XBox Live login, then the game will start up logged out and will be working fine.
Maybe you only need to edit a line in there but I couldn’t figure out which.
