1.17.1 still has this issue, the same also happens even when under a "slab ceiling".
This bug can also be reproduced by closing a trapdoor on your feet.
Even under a "slab ceiling" you can move at normal walking speed (instead of sneak speed) while your feet are in a transparent block.
