What I've understood so far, it may be related to the amount of simultaneous new login attempts from one IP (aka entering email:pw; refreshing existing old sessions doesn't count). This could be detrimental to people trying to play at a LAN.
You say you are in control of the network. Are you the only user? I have not witnessed permanent blocks so far (i.e. one login permitted and any more denied) on my personal VPN server. Otherwise you could try rerouting the connection to the Auth servers (unfortunately floating AWS instances, I think) to either bypass your VPN tunnel or exit through a different node.

Can confirm, TAB-key in inventory selects the "Recipe book" icon, but does not close the inventory as expected when it is set to be the Inventory key.
Though in reality, the TAB key in GUIs is used to switch to the "next element" so it is not very surprising this issue occured.
