I made another one of these yesterday where none of my skins were loading, and I fixed it

I've never had this issue before. Starting from about last week none of the players skins were loading, including mine (in both singleworlds and public servers like hypixel). This has been constantly happening and I even tried to redownload minecraft.

I resolved this issue yesterday, but some skins still don't load. I noticed that it's the ones that were steves before I fixed the issues? Such as npcs and my friends that i've played with before (unless they change their skins) which isn't that big of a problem. But NPCS almost never change their skins, so will they be steves forever for me? Or is there already a known solution that I couldn't find yet. Skull textures are also effected by this
