Discovered that this is a conflict between (presumably) the mouse wheel changes implemented in 1.13 and the mouse wheel acceleration option in the Evoluent Mouse software.
If the mouse wheel acceleration option is disabled in the Evoluent software, then the game works normally.
Frankly, mouse acceleration should not be directing my vision to the ground regardless; please fix the mouse wheel changes in 1.13.
