This is apparently a fluke because I tried it again today and it made a noise.
OOPS.
This is in 1.19.1 Pre-Release 4, not 1.19. And while the subtitles still say "bucket empties" it makes no audible sound.
Fixed it! I just had to update my computer and it works now!
