natural regeneration = false not working in peaceful

Setting gamerule of natural regeneration to false does not work and natural regen problems

Wither not destroying blocks

Mobs cannot pick up armor that is on the ground (dropped to them).

Iron golem after it kills a mob it will continue to swing it's arms at it even though it is dead
