Server 2019 - BDS console stays open, but disc's players, and won't accept new connections

BDS vers - 1.16.100.04

From the player's end, there is one person who loses connection immediately.  I'm on the LAN, and stay longer, but when you're breaking blocks, it doesn't show the damage animation before the block breaks.  Eventually the block breaks, but unlike every other server disconnection i've seen, it takes a while (1-2 mins) to show as disconnected.

The server shows players as still connected when a 'list' is executed in the console.

When the stop command is exec'ed, the server shuts down properly.   There's no windows logs that are of any help.   I did see one mention of the VSS writer was having problem because there wasn't enough storage...  I've disabled the volume shadow copies.   Hopefully that fixes something, but it sure doesn't seem like it would

All of a sudden, players will lose connection.   The server appears up, but until the server console is closed, then reopened, no one can connect.

Upon issuing the STOP command, the server shuts down gracefully.  

This DEFINITELY started happening with 1.6.100.

The console will close gracefully, upon STOP command is issued.   But no players are able to connect until BDS console is restarted.   I submitted a bug on this, and looked through the error reports, and someone has the same problem as me on Ubuntu.   So... yea.  Something is wrong with BDS.   I've been running my server for over a year and never experienced anything like this.   It happens without rhyme or reason.  Windows event logs show nothing wrong, because no application errors have occurred.

Quick Edit is a function of Windows that pauses the console while you are selecting text. It will sometimes activate unexpectedly which causes BDS to stop processing.

The easiest way to identify quick edit mode is to check the title bar of the console, if it shows "Select" before the title text youve entered quick edit. This is true for both Powershell and Command Prompt.

To disable it, right click the title bar and go to properties, on the main "Options" tab, untick "Quick Edit Mode". Powershell and Command Prompt store this option separately so if you use both, make sure to disable in both.

Is this still an issue in the latest version (1.17.11)? If so, can you please add it to the affected versions (or mention it if you are not the reporter).
