In general these are issues with the resource packs. Whether a block is emissive is entirely pack controlled, and unfortunately many of the packs that have been around for a while aren't done properly. There were also multiple format changes to packs throughout the BETA's and some have not been updated which can cause issues.
Please try a more recent pack (such as Vanilla RTX) which works for me and let us know how you go.

Because this affects singleplayer too I have moved it over into the MCPE project. Bugs that present in singleplayer are usually more visible to searching players when in the main game project.
If you wouldn't mind, could you please update your report with steps to reproduce (example below). It helps ensure helpers and mod can accurately reproduce the issue and future testing is uniform.

In general we direct to the content creator because in the scenario that the game is breaking the marketplace content they can escalate technical detail directly to Mojang (whereas a user doesn't have that info and can only escalate that "it doesn't work" without the "why").
Alternatively, if the issue is on the packs end (which can often be the case - especially when no other resource packs are affected) they are responsible for fixing it, Mojang has no control over the pack itself.
I'll move your report over to the correct project (this project is for the Dedicated Server software, not the game) in case there is a known issue with PS4 packs or something specific.
