The game supports backwards compatibility where possible, however when the changes made in a patch require changes to the way the game client communicates with the server, older clients have to be locked out. Unfortunately that's just a technical limitation.
It is no different with any other client/server based software.
While it can be frustrating this comes with the territory as far as running a server is concerned.
Unfortunately this is not a bug so not something we would track here, feel free to provide feedback over at https://feedback.minecraft.net if you like.
MADLAD, have the comments from Kasia resolved the issue?
I understand very little about how the technical side of RTX works and came across this report while looking for a report regarding some issues I've noticed in RTX.
In general these are issues with the resource packs. Whether a block is emissive is entirely pack controlled, and unfortunately many of the packs that have been around for a while aren't done properly. There were also multiple format changes to packs throughout the BETA's and some have not been updated which can cause issues.
Please try a more recent pack (such as Vanilla RTX) which works for me and let us know how you go.

We would need the server owner to provide detail for the report including the server OS, version, what they have tried and potentially server world files to try to reproduce the issue.
I've not been able to reproduce this with any setup across both my own network and a VPS provider. If the server is accepting local connections but external connections are failing this is, in almost all instances, going to be a networking issue.
As far as BDS is concerned a local connection is no different to an internet connection so its not possible for BDS to be rejecting external connections and not internal ones (minus the use of offline vs online mode but that would be another error entirely).
In general these issues come down to either a failed upgrade (we have a number of users who only copy the new EXE when a new version comes out - which is extremely problematic), incorrect firewall rules (on both the host and/or the router/edge) and forwarding rules.

I've just tried this process without issue.
You deleted your images but its possible in copying it you corrupted the world and if that was the case BDS will try to "repair" it which can sometimes cause a reset.
Unfortunately without more information there's very little we can escalate in this report.
Quick Edit is a function of Windows that pauses the console while you are selecting text. It will sometimes activate unexpectedly which causes BDS to stop processing.
The easiest way to identify quick edit mode is to check the title bar of the console, if it shows "Select" before the title text youve entered quick edit. This is true for both Powershell and Command Prompt.
To disable it, right click the title bar and go to properties, on the main "Options" tab, untick "Quick Edit Mode". Powershell and Command Prompt store this option separately so if you use both, make sure to disable in both.
Is this still happening on the 1.16.200 server release this morning?
Is it for one player or all players?
If for all players are you able to upload a copy of your world for testing?
