The zip file for BDS on Windows located at https://www.minecraft.net/en-us/download/server/bedrock has a name with version 1.19.20. However, the files within the zip are still the previous version.
After updating my server with these files it still identifies itself as "1.19.11.01" and gives an outdated server error when trying to connect from a 1.19.20 client.

Hey there, so the issue turned out to be the "SelectedServerVersion" variable that my server was outputting. I'm using Bedrock Management Service (https://github.com/crowbarmaster/BedrockManagementService) and had to manually change the variable in that, then restart the server.
That said, please consider adding the file version numbers to the server executable, would make these sorts of issues much easier to debug!
I just ran the bedrock_server exe file and it told me it was running 1.19.20. Easiest way to verify version

Probably clear the cache on your browser. I got the correct version about 30mins after release perfectly fine
