I really need coordinates for my dedicated server. And there is not an option in the server options to turn it on, and the fact that no one is an operator without enabling cheats means that I can't turn it on either. On this server me and my friends would like to still earn achievements. If you could fix this that would be great!

Do you have access to the server console? You enable coordinates through there by typing the following
gamerule showcoordinates trueCleaning up old tickets: This ticket had been set to 'Awaiting Response', but has not received a response from the reporter (~3 months+) so is being closed as Incomplete. If you feel this is still a valid issue then please comment, or create a new ticket following the Issue Guidelines which includes steps to reproduce the problem.

You (or the server owner) needs to add themselves by XUID to permissions.json with permission level operator. Then the operator should log on and type "/gamerule showcoordinates true".
This is not a cheat option. Doing this does not disable achievements. Have your operator take a backup for piece of mind.
