In my Linux hosted minecraft server as soon as a mob or animal is hit it starts flying for no exact reason

Usually mobs start flying into the air when no mob behaviour is defined at all. Are you sure all vanilla packs are present on the server? Is the server hosted by yourself (some hosting websites have a tendency to overwrite files and don't properly cleanup the unused files). The proper way would be to create a new server and move/ copy the user files (worlds for example) to the new location. Did you add any other resource of behavior packs that might have infuenced this?
Also I've moved this ticket to the BDS (bedrock dedicated server project) as the cause seems to be the server.
