Players unable to join world

After the minecraft update of 1.21.50, myself and other players have been unable to join our personal server and other servers. Whenever joining, we get errors such as "unable to connect to world", "error downloading packs" (we have no mods or textures.)

Steps to replicate: Have a world from prior 1.21.50 update with builds built and explored.

Update to 1.21.50

MAINLY AFFECTING SWITCH AND XBOX PLAYERS.

  • Xbox players get an "Error while downloading packs" screen, or crash entirely when loading into the world.

  • Switch Players take a long time to load, and anything done on their end causes them to crash.

Effects BOTH Vanilla and Modded Bedrock servers!

We found a similar problem which related only to Xbox users.  Turned out the BedrockTogether app was the fault.  When users moved to BedrockConnect the issue was resolved for our users.

For us, the issue is we don't use Bedrocktogether, but a bot that we've made that allows them to join. PlayStation players were able to join just fine, but Switch and XBOX players crash while loading in, despite there not being any textures or mods.

It is an issue up to the latest version, however, the issue is only affecting Console players when they go to download resource packs that have multiple different packs in them (more than 4). I'm going to move this to the bedrock bug report as it is affecting realms and worlds with marketplace packs as well. It affects them if they have texture packs on (or add-ons with resource packs.)

Prior made worlds and newly made worlds that have textures to download are affected by the issue.
