Once I was using a texture pack which changed the enchantment glow color to orange. Then I stopped using it but the glow remained the same even on vanilla.
This is quite similar, the textures again didn't change, this time it's redstone and the breaking animation. I tried re-installing Minecraft and also deleting both packs, but it didn't help.

It looks like this issue related to the Minecraft Bedrock Codebase but has accidentally been logged against the Bedrock Dedicated Server product.
To ensure your bug report gets addressed by the right people I would suggest creating your bug report in the Minecraft Bedrock Codebase section.
However I would suggest some more investigation on your end prior to logging it. It's impossible for a texture pack to remain if you've removed all the files (and uninstalled the game). Minecraft wouldnt have the files it needed to display the texture pack.
Is it possible you attached the resource pack to the world rather than enabling it for the client (there's 2 areas you can apply resource packs, its weird). If you applied it to the world, then re-opened the world after you reinstalled that would explain it.
