When trying to play with a friend who owns windows 10 bedrock edition, and I play with IPad on Pocket edition. I'm stuck on the locating server loading screen while my friend sees me frozen and unable to interact with the player model in his. When the friend joins my worlds however, the friend shows up for me frozen in my world, while the friend can move around in my world and see me move but can't interact with anything in the world.

This issue sounds like a problem with the Minecraft Bedrock Codebase product, whereas this is for the Bedrock Dedicated Server product.
I would suggest creating a bug report over in the appropriate section for better visibility. It would also help to include information about whether this affects every person you try to connect to or only this person, does it happen on 4g (if you have it) or just wifi, have you tried to check for updates for your app etc. The more information you can give the better it can be assessed.
It might also help to jump over to the FAQ and/or the official discord to see if anyone has experienced the same problems and knows of a fix.
