I had all the birthday skin packs but switching from Ps4 edition to the bedrock edition I kept all my skin packs except the 2nd birthday skin pack and it says I have it but i can't find the skin pack anywhere.

However, this issue is Invalid.
As this is an issue with your account or billing, you will need to contact Mojang Customer Support directly however please note the following from the PS4 Bedrock FAQ:
*WILL DOWNLOADABLE CONTENT I CURRENTLY OWN TRANSFER OVER TO THE NEW VERSION OF MINECRAFT? *
Most existing downloadable content will be transferable from Minecraft: PS4™ Edition to the new version of Minecraft. However, some content may not be available to use on the new version and some content may only be used on your PS4™.
