This usually occurs when people don't copy the entire zip file and try to run the server with just the bedrock_server file.
Can you confirm you have the entire file set from the zip file?

Thank you @IonicEcko. I unzipped the files in one folder and moved them in my dedicated server folder. I guess it's why it failed.
This time I unzip directly the files in the right folder.
