We were mining below level 16 for about 3 hours and found every other ore except diamond, even when we were near lava.

However, this issue is Incomplete.
Your report does not contain enough information. As such, we're unable to understand or reproduce the problem. Just being unable to find diamonds isn't evidence of a bug. Please provide more information if you think this is an issue such as seed and location.
Before logging it as a bug though I would suggest loading up a creative version of that seed and running commands to see if diamonds are indeed absent or if you've just been very unlucky.
