The server will freeze, as in no players will be able to join and when players already in the server leave it won’t be reported in the command prompt or in the server tab inside the game, the fix to the issue seems to be to type anything in the command prompt then it “catches up” returning to normal. The issue just happens, I’m not sure why. The world it’s loading is 180 MB in size and originally came from the iOS version of Minecraft bedrock.

If you select text in a command prompt, the running application will be blocked from updating the command prompt. Since the Bedrock server updates the command prompt on join, it can't accept the join while text is selected in the command prompt. It is likely that AutoCompaction will also be blocked while text is selected.
Typing (or pressing Esc) will clear text selection.

As Brendan mentioned this is actually happening due to command prompt rather than BDS and happens across any console application.
The feature is called quick edit and you can tell if you're in quick edit mode by checking the title bar. If it has "Select" in the title you have enabled quick edit mode.
To prevent it from happening at all you can turn it off in your command prompt preferences.
