[BDS-8062] Too many skeletons in soul sand valley!

In a new survival world I wanted to explore the new nether. However, the portal spawned in a soul sand valley where I could barely go 10 blocks without being attacked by skeletons and ghasts! They spawn faster than you can kill them when loading and unloading chunks making exploration almost impossible and completely un-fun. The only reason I can suspect that the biome is so unfair is a bug in the spawn rates.
