Hello, today after a 24 hrs the server running I noticed that mobs stopped spawning even at night! I tried restarting the server and changing the difficulty to hard non of those fixed the issue. I think mobs are spawning in new chunks but not in ones that already exist sadly. I'll be happy to provide any information if I can.
Update:
I think mobs are not spawned in chunks that are loaded for long period of times. When a given chunk is unloaded and then loaded there are mobs spawning for the time being then they stop again

It sounds like you're hitting the mob cap.
Minecraft Bedrock has a global mob cap of 200, almost all hostile mobs count towards this cap. When you spend a long time in an area its possible for mobs to build up in dark spaces. Unless you move away from the area (causing the mobs to despawn) those mobs will fill the cap.
It can also be affected by mob farms (like a chicken cooker or cow crusher) that have a lot of mobs in small spaces. If for example you have 250 chickens in a 1x1 chicken cooker. No other mobs will spawn while you are within ~128 blocks of that contraption.
Unless you're able to provide more information or steps to reproduce behavior not aligning with those scenarios this would be considered working as is currently intended.
If you still think you are being affected by a bug you are welcome to provide a link to your server files and i can download them and try to reproduce your issue.

At the moment its not possible.
We've raised a report (BDS-5094) which speaks to the mob cap being insufficient for larger servers but that's not entirely relevant to your scenario (I wouldn't consider 4 people large). Feel free to head over there and up-vote that report though as any fix for that specific scenario should also impact yours.
You can also head to https://feedback.minecraft.net and provide a suggestion under the dedicated servers section that speaks to the limitations the current system imposes (if there isn't already one there - don't forget to search first).
In the meantime (while we wait for a change) you want to make sure large, entity heavy farms are away from the areas you keep loaded all the time (for example put your chicken cooker a few hundred blocks away and visit it when needed - alternatively, keep a much smaller version in an area like your base so it is always needed).
In general entity heavy farms, while cool, aren't really necessary and can be put somewhere they can be visited on-demand.
