Color Formatting in server.properties Does Not Wok for server-name Attribute

I run both Java and Bedrock servers and successfully have this working in the Java servers.  This issue only happens on the Bedrock servers.  When configuring the MOTD (server-name in server.properties) with color formatting as outlined here https://minecraft.gamepedia.com/Formatting_codes#Use_in_server.properties_and_pack.mcmeta instead of the server name being formatted the client displays the unicode as text.

This issue exactly mirrors BDS-935 and BDS-936 which were requested to be closed by the person who created them without any details regarding a resolution or workaround.

Unfortunately, as this is a feature request rather than a bug, its more appropriate for Mojang's feedback website or suggestions Reddit. We don't track feature requests here on the bug tracker.

The page you refer to actually refers to Java servers, the ability to format the server name is not currently an option on Bedrock. This is called out at the start of the article (emphasis mine):

Text in Minecraft can be formatted with the section sign (§). In Bedrock Edition, the section sign can be entered into signs, world names, renaming items and in the chat. In Java Edition, section signs may be used in server.properties, pack.mcmeta, world titles, and server names. External programs can be used to insert it in other locations.

To request the feature please head over to https://feedback.minecraft.net and put in a suggestion in the Realms and Dedicated Servers section.
