horses following with lead won't move up one block

Leading a horse tamed or untamed, full grown adult horse it refuses to move up a single block and is stuck. moving further away makes the lead break. They use to follow in normal walking and would walk up and down block heights like they do when riding them, now they stop at every 1 block high elevation like its the great wall of china.
