Confirmed in 15w51b, horses (and donkeys) will not climb up blocks while on a leash. Other passive mobs (sheep and pigs at least) have no problem walking up one block at a time, but horses will not. Thanks to this issue it is effectively impossible to lead a horse anywhere except short distances using a lead.

Yeah, accidentally duplicated this one also - donkeys with chests are essentially worthless with this bug, as they won't follow you if you go up at all (which is inevitable, most likely)

This is still a problem in 16w02

Confirmed for 16w06a. Tame horse. Attach lead. Horse will follow, but not climb 1 block while on lead. If pulled, lead will break.

I can confirm that cows, and chickens do follow and climb 1 block terrain with leads. The problem is just with horses.

Tested for 16w07a - Still an issue.

Created new world then tested on Tame Horse, Untamed Horse, and Donkey. They will follow, but will not climb full height blocks as per bug description.

Before creating a new issue, the one I've experienced may be related to this one. Horses don't have to be leashed to not climb blocks. Horses by themselves and in the wild won't climb blocks either while roaming around. I've kept my horse in a one-deep 3x3 hole for months and it never escaped. I've captured a few skeletal horses and threw them in a one-deep depression at the foot of a hill. They never escaped out of it either.

If not related, I'll create a separate issue for it.

I just found out the weirdest thing. So I had looked this problem up after I experienced it myself, and I found this. The weird thing is, just now I decided to lead an adult horse and a baby horse just to see if anything has changed- And I'm curious if it's the same for anyone else...Baby horses can climb up blocks. At least the one I found can...

Same thing for baby donkeys...It appears as if the problem is for the adults.

FYI - this was fixed when the parent issue MC-95973 was corrected by Prof. Mobius / Thomas Guimbretiere. (Thank you Thomas!)

I've re-tested both cases using horses / donkeys with different terrain configurations in north-south, and east-west directions with and without leads.

The changes in 1.9.3-pre1 have corrected both the general pathfinding issue, and this more specific issue of leading horses / donkeys using leads.

Thanks for all your hard work!!

Actually fixed in 1.9.3-pre1.
