Issues with Chunks

I reported the issue in the Spigot forum initially because I believed it to be a plugin issue from my multiplayer server; here is that post:

That describes what's happening, along with screenshots.

Basically, I log in everything is fine. I leave the server and when I go back in I see that odd issue shown in the pictures.

I tested by trying a different server and the issue persisted. Then I tried single player and the issue persisted.

In the launcher profile drop-down I use the "Most Recent_" and this is when I experience this issue.

When I go back to the launcher and change the profile to 1.8.9 or any previous version I do not experience this issue in single sever or multiplayer servers.

I uninstalled the launcher / Minecraft and then downloaded/installed it again this morning and ran those tests.

Please let me know what other information you might need.
