Items in hot bar appear on top of tab menu

If the tab menu is big enough to reach the hot bar the items render on top of the tab menu and the hot bar itself renders behind.

What I expected to happen was:
The Items would render behind the tab menu

What actually happened was:
The items render in front of the tab menu

Steps to Reproduce:

1. Find a server with a lot of people on it

2. Press tab and if the menu reaches down far enough the items will render on top of the menu
