No nether portal effect when stoping nausea with milk

If you have nausea, and drink milk to stop, there is no portal effect, all it will do is stop with a frame... this doesn't occur on 1.8

wait... I still see the bug in the 1.9 snapshots >:O

The portal effect was a bug, that got fixed, that the portal effect doesn't show up is not a bug.
