Whenever I join a server, player's skins are not showing up. They are just the default Steve or Alex skin. My skins works (on 1.9 and 1.9.1 only. Doesn't work on 1.9.2). I've tried updating Java, updating my drivers, changing the video settings in-game. Nothing has worked. I contacted Mojang support on Twitter and they told me to create a ticket here.
The problem has been like this ever since 1.9 came out. Skins work just fine in 1.8, but as soon as I updated to the 1.9 versions, I can no longer see other player's skins.

I also noticed that when I deleted everything in the skins folder, (and that didn't work so I tried deleting the whole folder, still nothing) it doesn't regenerate back. Could that maybe be the case? Possibly some problems with the skins folder not being re-created upon launching the game? When my friend looked inside his folder, he had his skins folder, with like a million different files in it. So maybe mine is bugged or something?
If so, how could I go about fixing that?
