Resource pack fails to load when the itemframe blockstate is multipart

When trying to use a resource pack in which all models derive from the same model, it fails to load.
A resource pack is attached.

There shouldn't be an error, the resource pack is generated using a lua script. They are all the same files pointing towards the same model.
It works when the model is only applied to one block, but it fails whenever all blocks and items are applied.
