Random chunks don't get rendered correctly sometimes

When i walk around in the minecraft world sometimes some chunks don't get rendered. I can walk into those chunks and if place a block the chunk will appear but otherwise it's transparent

Environment

vanilla 1.9.2 server jar running on debian 8, 1.9.2 client running on arch linux, both systems have oracle jre8 installed

Most probably a Gallium driver issue, please update to AMD driver from http://support.amd.com/en-us/download/linux

Bug still remaining with amd driver and the bug also appears on Windows 7
