[MC-102063] Placing fire on grass - then placing block over grass makes fire stay

To reproduce: Grab a flint and steal and start a fire above a 1 block tall grass block - Place a flammable block where the grass was and the fire will remain.

Confirmed but might be 'Won't Fix' due to fire occupying the block above the grass block.
Also worth noting that this is possible with any solid block not just flammable blocks.
