What I expected to happen was:
The cape cape should appear on my character
What actually happened was:
There is no cape on my character
Steps to Reproduce:
1.Login
2.Start playing singleplayer or join a server
3.Most of the time there will be no cape on my character
Please note this happens in every version of minecraft which support capes

What happens if you view the URLs http://skins.minecraft.net/MinecraftSkins/<YourUserName>.png and http://skins.minecraft.net/MinecraftCloaks/<YourUserName>.png ?
Since both files come from the same server the cape should be visible, if your skin is visible.
Otherwise, the cape is not shown, if you are invisible or if you've switched it off in the options.
Might point out that for me, my skin (which is half-finished test anyway) is also randomly "missing", i.e. I have the default "Steve" skin. I have so far assumed that the problem has simply been random hiccups/downtimes with the skins-server.
@Markku: Yes, sometimes the server is simply down, but since skin and cape come from the same server, either both should be shown or both should not be shown.
@Kumasasa: It works perfectly fine: First URL gives me my skin and the second one, my minecon 2012 cape (Moonwalker917.png). But in-game I only see my skin :/
Is this still a concern in the current Minecraft version? If so, please update the affected versions in order to best aid Mojang ensuring bugs are still valid in the latest releases/pre-releases.
Please do not mark unreleased versions as affected. You do not have access to this yet.
