[MC-10275] Shift+Click doesn't work on dispenser

Shift+Clicking on a dispenser while flying with a chest, trapped chest, or dispenser in hand opens the dispenser instead of placing a second one. (I shift+clicked without sneak-flying)

You need to place it on the top side of it

Shift alone does not do anything, you have to sneak to be able to place something on a interactable block.
