[MC-102849] relative coordinates inconsistency

Teleporting player with relative cordinates teleports relatively to player instead of relatively to command execution place (bug is for: command block, command block minecart and for execute comand).
Teleporting other entities works as intended as Searge told in MC-102598

i don't think so that "/execute @e[type=!Player] /tp @e[type=Player] ~ ~1 ~ " should teleport a player 1 block higher when there is one other entity. It should teleport player to 1 block above another entity.
Can you link MC-102598 with MC-102740 ? They are related.

Post that on MC-102740, you didn't provide the command, so I assumed you used execute on the player.
