[MC-103002] can't place commandblocks even with a "CanPlaceOn" tag

can't place the commandblock in gamemode 0 or 2
/give @p minecraft:command_block 1 0 {CanPlaceOn:["minecraft:grass"]}

(the command works with other blocks)

+not a bug but you should be able to use the CanPlaceOn tag so you can place it on any block

Command blocks can only be placed, opened and destroyed by opped players in creative mode.

But CanPlaceOn should override it

No, it still requires opped players in creative.
CanDestroy: bedrock doesn't overwrite bedrock's indestructibility either.

but it ruins commandblock contraptions, beeing able to place nbt commandblocks in survival is verry usefull

Yet a huge server security risk.
